Raiyah Bint Hussein was born on February 9, 1986, in Amman Jordan. She is among the four children born to Hussein bin Talal and his wife, Lisa Halaby. Her father was the king of Jordan, and her mother is the queen of Jordan. Her eldest brother, Abdullah II bin Al-Hussein succeed the Throne after the death of father in 1999. Hussein graduated from Columbia Univeristy with a postgraduate degree in Japanese literature.

The duo exchanged their wedding vows on July 7, 2020, in the United Kingdom with the permission of King Abdullah II. However, the planned wedding in Jordan was canceled due to the COVID-19 pandemic. On November 5, 2019, the court announced Princess Raiyah's engagement.

Noor is the sole author of two books to published to date. She released her first book, Hussein of Jordan. Soon after the death of her husband in 1999. She then published her second book, Leap of Faith: Memoirs of an Unexpected Life in 2003.
