Rick Steves was born as Richard John Steves Jr. on May 10, 1955, in Barstow, California. He is among the three children born to Richard John Steves and his wife, June Arna Steves. His father was a high school band director and piano technician. 

Rick has two sisters, Jan and Linda. Steves attended the University of Washington, majoring in European history and business administration, graduating in 1978.
